Procurement Considerations for NGO Supply Projects in Uganda

NGO procurement in Uganda carries two sets of requirements at once: the organization's own procurement policy and the donor's reporting rules. Planning for both at the sourcing stage — rather than at reporting time — prevents most of the problems that surface during audit.

Define the specification before requesting quotations

Vague specifications produce quotations that cannot be compared. State material, size, quantity, packaging and any standard the item must meet, and require suppliers to quote against those lines exactly.

Where a kit is being distributed, define the kit composition item by item and state whether the supplier is expected to assemble and pack it.

Plan for multi-site delivery from the start

Distribution projects rarely deliver to one address. Decide early which locations receive what quantity, and require a separate signed delivery note per location with counted quantities. Reconciling one bulk delivery note across eight districts afterwards is a familiar and avoidable audit problem.

Be realistic about lead times

Locally available items can move in days; imported items commonly take four to eight weeks including clearing through Mombasa or Dar es Salaam and inland haulage. Build the actual lead time into the activity plan rather than the preferred one.

For programmes expecting seasonal response — flooding, refugee influx, outbreak — pre-agreeing item lists and pricing before the season shortens response time considerably.

Keep documentation audit-ready as you go

Retain the specification, the comparative quotations, the evaluation note, the purchase order, delivery notes per site and the invoice as one file per procurement. Assembling this after the fact is far harder than collecting it during the process.
